Xilong Zhu（朱熹龍，音譯）2009年懷著美國夢來到美國求學。2013年，他從威斯康辛州的Beloit College畢業。時年27歲的Xilong Zhu（朱熹龍，音譯）想成為一名美國公民，於是想選擇從軍的道路，因為美國軍隊有參軍加速入籍的特別法律和項目（Military Accessions Vital to the National Interests program），但是Xilong Zhu（朱熹龍，音譯）申請的時候，這個項目被暫停了。

Xilong Zhu（朱熹龍，音譯）與資訊了移民諮詢公司，被介紹到去北新澤西大學（University of Northern New Jersey）用學生簽證繼續留下來。而北新澤西大學（University of Northern New Jersey）正是被美國執法部門列為黑名單的學校之一。Xilong Zhu（朱熹龍，音譯）在一段時間之後，終於還是圓了參軍的夢，並且在2016年6月從美國陸軍的基礎訓練營畢業。但是在2016年11月16日，美國移民與海關執法部 (Immigration and Customs Enforcement, ICE）還是將Xilong Zhu（朱熹龍，音譯）逮捕了。

國防部長Jim Mattis在2018年2月曾經做出保證，“Anyone who's in the delayed enlistment program or is already signed up and waiting to go into boot camp, anyone on active duty, anyone in the active reserves and anyone with an honorable discharge... will not be subject to any kind of deportation，” 只要是光榮退役的老兵，都可以免遭遣返 。於是，在西雅圖等待法庭判決的Xilong Zhu（朱熹龍，音譯）就進一步尋求法律的幫助，希望可以成為國防部長Jim Mattis所作保證保護的對象。

但ICE則認為，Jim Mattis所作保證保護的對象是DACA的收益者，並且Xilong Zhu（朱熹龍，音譯）沒能維持其在美居留身份的合法性。而Xilong Zhu（朱熹龍，音譯）的律師邊稱Xilong Zhu（朱熹龍，音譯）對那座學校的真假並不知情，因為他報名參軍的時候，將接受比較嚴格的背景調查。去一個假學校，就如同是“自殺”。Xilong Zhu（朱熹龍，音譯）的律師同時認為這是一次聯邦執法部門的釣魚行動。
